Description

Sutton is a borough defined by ambition, community and change.

We are proud of our strong local identity, vibrant neighbourhoods and commitment to delivering services that make a real difference. Sutton is one of London’s greenest and safest boroughs, with excellent schools, thriving businesses and a strong sense of community. It is a place where people want to live, work and invest, and where we are determined to ensure everyone has access to a safe, secure and affordable home.

Housing is central to that mission and we are now looking for four senior leaders to help us stabilise, modernise and transform. We have come through a major transition and are embedding the Sutton culture across teams who have previously worked under a different operating model. Our priorities are clear:    Secure  and safe affordable homes, reducing the use of temporary accommodation, strengthening and improving  systems and compliance and working in partnership with Sutton Housing Partnership and other stakeholders to put our residents first. If you want to lead change with purpose and pace, this is your moment.

Housing Partnership & Policy Manager | £58,431 - £69,984

This is the Council’s eyes and ears in our relationship with SHP. You will lead on governance, compliance and performance assurance, advise Members and senior leaders, and co-author the Housing Strategy and key policies. You’ll refresh the HRA Business Plan, negotiate management fees, and shape business cases for investment and regeneration balancing the HRA and external grants to maximise affordable homes while maintaining quality.

You’ll work across the housing services, aligning strategies, Policies and national best practice. Your remit includes Housing policy reviews,  responding to emerging issues and legislative changes  and working with Sutton Housing Partnership meets all statutory and regulatory  requirements. This is a role for someone who thrives on complexity and collaboration and who can translate technical detail into clear advice for decision-makers.

We are proud of our partnership with SHP, but we know there is more to do. This role is central to strengthening governance and delivering a housing  and homelessness strategy that reflects our ambition. We need a leader who can combine technical depth with political awareness, and who can build strong relationships across the council and beyond.

About you
You’ll understand the social housing regulatory and financial framework inside out, and have experience of policy development, performance assurance and stakeholder engagement. You’ll be confident with data, risk and governance and able to translate complexity into clear advice and action.

We’re ambitious for our residents and for our services. We have a clear mandate for change, strong partnerships and leadership that backs delivery. If you share that ambition and if you’re ready to lead one of London’s most important housing transformations, we’d love to hear from you.
